Tuzla Canton — Patient Portal Implementation with “Moje zdravlje”
In Tuzla Canton, EHS implemented a patient portal that enables citizens to access and manage their health data online.
The “Moje zdravlje” platform introduces a new level of transparency and accessibility, allowing patients to engage more actively in their care while improving communication and efficiency across the healthcare system.
Result
The implementation of the “Moje zdravlje” patient portal delivered clear benefits for both patients and healthcare providers:
- 24/7 access to medical records, including radiology and laboratory results, orthopedic aids, screening programs, and specialized healthcare services with limited availability.
- Improved patient engagement, with patients actively managing their health data and appointments
- Simplified appointment management, reducing administrative requests and in-person visits
- More efficient communication between patients and healthcare providers
- Reduced administrative workload across healthcare institutions
- Better visibility of patient data, supporting more informed decision-making
- Consistent and transparent patient experience across the healthcare system
Challenge
Healthcare systems are increasingly expected to provide patients with easy, secure access to their medical data, while maintaining efficiency across clinical and administrative workflows.
In Tuzla Canton, patients had limited digital access to their health information, while healthcare providers faced growing administrative workloads and fragmented communication with patients.
Key challenges included:
- Limited patient access to medical records and results
- Fragmented communication between patients and healthcare providers
- Administrative burden related to appointments and information requests
- Lack of a unified digital channel for patient engagement
Objectives
The goal was to introduce a centralized patient portal that would:
- Provide patients with 24/7 access to their health data
- Improve communication between patients and healthcare providers
- Reduce administrative workload across healthcare institutions
- Enable patients to take a more active role in managing their health
- Establish a scalable foundation for digital healthcare services
Solution delivered
EHS implemented a patient portal enabling citizens of Tuzla Canton to access and manage their health data online.
Through the “Moje zdravlje” platform, patients can securely access medical records, including radiology and laboratory results, orthopedic aids, screening programs, and specialized healthcare services with limited availability, track appointments, monitor insurance information, and manage family health data. The portal serves as a single digital touchpoint between patients and healthcare providers.
Integrations & interoperability
Clinical, administrative, and insurance data are connected through G-PORTAL, EHS’s proprietary patient portal, providing patients with a single, reliable point of access to their health information.
Alongside G-PORTAL, EHS implemented a FHIR-based Clinical Data Repository (FHIR CDR) as the central clinical archive for Tuzla Canton. The FHIR CDR enables healthcare providers across the Canton to exchange and consolidate clinical data within a unified, standards-based architecture, creating the foundation for a comprehensive longitudinal patient record.
The solution integrates data from radiology and laboratory systems, appointment scheduling, insurance records, orthopedic aids management, screening programs, and specialized healthcare services with limited availability. This advanced interoperability architecture ensures consistent and secure data exchange across institutions while making the platform scalable, future-ready, and capable of supporting the continued digital transformation of healthcare services.
Adoption & rollout approach
The portal was introduced as a first-of-its-kind digital health service at the cantonal level in Bosnia and Herzegovina.
The rollout focused on enabling broad access for citizens while ensuring data security and ease of use. By centralizing patient data and simplifying interactions with healthcare providers, the platform supports both patient engagement and more efficient workflows across the system.

Why this matters now
Healthcare systems are shifting toward patient-centered care and digital engagement.
Patient portals play a critical role in improving accessibility, transparency, and communication, while reducing administrative pressure on healthcare providers. The Tuzla Canton implementation demonstrates how digital platforms can support scalable, connected healthcare systems and improve overall patient experience.
Public healthcare institutions in Montenegro: Connected diagnostics for diabetic retinopathy screening
Results
EHS successfully integrated and operationalized a teleophthalmology screening workflow within Montenegro's national radiology and diagnostic platform, demonstrating the flexibility and scalability of the enterprise imaging infrastructure.
By connecting patient data, fundus imaging devices, PACS, and diagnostic workflows, the platform enabled healthcare providers to perform diabetic retinopathy screening through a fully digital process spanning primary care and specialist review.
Within the first month of implementation:
-
- 790 screenings were performed
- 710 assessments were completed
- More than 200 patients were identified with diabetes-related retinal changes requiring monitoring or further evaluation
The project demonstrated that the national diagnostic platform can support new clinical workflows beyond radiology, creating a foundation for future telemedicine and screening initiatives.
The challenge
Healthcare providers needed a scalable way to screen patients with diabetes for early signs of eye disease, without overloading specialist services.
Key challenges included:
-
-
- Identifying and reaching patients with diabetes across multiple locations
- Lack of structured workflow for remote diagnostics
- Manual coordination between technicians, doctors, and patient communication
- Limited integration between imaging equipment and diagnostic systems
-
The solution
EHS supported the implementation of a teleophthalmology screening workflow through Montenegro's national radiology and diagnostic platform, built on RIS and PACS technologies and designed to support enterprise imaging workflows across healthcare institutions.
Rather than introducing a standalone solution, the project leveraged the existing national imaging infrastructure to integrate diabetic retinopathy screening into a connected diagnostic ecosystem.
The platform enabled seamless coordination between primary care providers, medical technicians, and ophthalmologists by connecting:
-
-
- Patient data and screening lists
- Fundus imaging devices
- Centralized image storage and review through PACS
- Diagnostic reporting and workflow management through RIS
-
This implementation demonstrated how the national enterprise imaging platform can support new clinical use cases beyond radiology, creating a foundation for future telemedicine and screening initiatives.
How it works
The process was designed to be simple, scalable, and efficient:
-
-
- Patient identification
Patients with diabetes were identified and imported into the system based on structured data. - Scheduling & outreach
Technicians access patient lists in RIS and schedule appointments directly. - Imaging
Fundus images are captured and automatically sent to PACS. - Remote diagnosis
Doctors review images in PACS and record findings in RIS. - Patient communication
Results are shared with patients and further steps are coordinated.
- Patient identification
-
Key improvements
-
- Structured and scalable screening process for diabetic patients
- Faster and more efficient diagnostic workflows
- Reduced need for in-person specialist visits
- Improved coordination between primary care and specialists
- Foundation for future telemedicine expansion
